Мишустин: the government makes changes to the agricultural development program.
During a Cabinet meeting, Russian Prime Minister Mikhail Mishustin announced changes to the agricultural development program. The amendments cover a wide range of issues.
“Taking into account the requirements of producers and market demands, the government consistently supports the development of agriculture. We have developed adjustments to the state program for the development of the agricultural sector, addressing various issues,” Mishustin noted.
According to the Prime Minister, the changes provide for tighter control over the transfer of combined subsidies to farmers on the ground. If agricultural producers do not receive the reserved funds by July 1 of this year, the limits for the next year will be reduced by 10% for that region.
“The majority of Russian regions need to allocate half of the funding and no less than 20 percent for the development of the Far East,” Mishustin emphasized.
Furthermore, the process of receiving combined subsidies will become simpler. The amendments also clarify the conditions for granting grants for the development of family farms, material and technical base of organizations, as well as for investment projects.
When receiving a grant again, it will be necessary to confirm the preservation of jobs and an increase in production volume for 5 years after the previous receipt of the grant.
“For agricultural producers in the border areas of the Kursk, Bryansk, and Belgorod regions participating in development programs, there will be a special procedure. The deadlines for these grants will be extended by six months so that participants can effectively use the allocated funds,” Mishustin explained.
Moreover, starting from January 1, 2026, grants for elite seed breeding will be provided only to breeding and seed companies that use domestic seeds for sowing grain and oil crops.
“We expect that the proposed changes will help our agricultural producers to obtain good harvests this year and increase their competitiveness,” Mishustin added.
