The Ministry of Agriculture of the Russian Federation proposes to extend the ban on the export of rice and rice groats for six months, starting from January 1, 2025. Rice seeds are exempt from the ban. The corresponding draft government resolution has been posted on the website regulation.gov.ru.
Currently, the ban is in effect until December 31, 2024.
According to the explanatory note, annual production of raw rice in Russia is about 1 million tons. The forecast for 2024 is 1 million 158.4 thousand tons. In 2023, the harvest was 1 million 66 thousand tons, in 2022 - 920.1 thousand tons, in 2021 - 1 million 76.4 thousand tons, in 2020 - 1 million 141.8 thousand tons, in 2019 - 1 million 98.7 thousand tons. According to the Ministry of Agriculture's estimate, rice groats production in 2024 will be 579.2 thousand tons. In 2023, 625.9 thousand tons were produced, in 2022 - 551.6 thousand tons, in 2021 - 515.5 thousand tons, in 2020 - 439.1 thousand tons, in 2019 - 385.6 thousand tons.
"The measures taken allow avoiding a deficit on the domestic market and ensuring price stability. However, at the moment, the Ministry of Agriculture has not identified a surplus available for export. This is confirmed by the stable dynamics of stocks and prices," the document states.
Based on the analysis of the situation with rice seeds for planting, the Ministry of Agriculture has concluded that they are in a stable condition and do not require additional regulation. Taking into account the requests from partner countries for supplies of planting material, the department decided to exclude rice seeds from the export ban.
In July 2022, the Russian Federation banned the export of rice following an accident at the Fedorovsky tailrace weir in the Krasnodar Territory, the main rice-producing region in Russia. The accident occurred in April and led to a reduction in the 2022 rice harvest to 920.1 thousand tons. The ban was imposed to ensure the domestic market with rice groats. It was in effect until December 31, 2022, and then it was extended from January 1 to June 30, 2023, from July 1 to December 31, 2023, from January 1 to June 30, 2024, and then from July 1 to December 31, 2024.
