The geographic structure of agricultural-industrial complex (AIC) exports from the Russian Federation has remained relatively stable over the past years. The main sales markets are the member countries of the Eurasian Economic Union (EAEU), as well as Turkey, Iran, Brazil, China, Egypt, and India. Russian products occupy a significant share in the markets of these countries. Therefore, significant changes in the supply countries are not expected, as this could jeopardize the food security of the partners.
At the same time, in recent years, the Russian AIC has been actively developing, creating additional potential for exports, especially in grains and leguminous crops, sunflower oil, meal, and flour. In this regard, the development of new sales markets becomes relevant. Important directions for the export development of the AIC are becoming the countries of Africa, Southeast Asia, and Arab countries.
Russia traditionally produces significant amounts of grain, but in recent years, it has significantly strengthened its position in the global market. Among the factors contributing to this, record harvests in recent years and the high competitiveness of Russian grain in terms of quality and price can be noted. In addition, government financing of agricultural producers has contributed to the development of production and exports, such as partial subsidization of seed and fertilizer purchases, as well as efforts to expand available markets by removing existing barriers.
One of the most in-demand measures to support AIC product exports is the subsidization of transportation under the resolution of the Government of Russia dated 15.09.2017 No. 1104. According to the data of the Russian Export Center, AIC product suppliers can cover from 25% to 100% of the transportation costs within the territory of Russia. For the year 2024, 11 billion rubles have been allocated, which have already been paid out to recipients (10,986.9 million rubles) under this support measure.
