According to the statement of the Deputy Minister of Agriculture Andrey Razin at a meeting in Baku, the Ministry of Agriculture is considering the possibility of exporting seeds after Russian agriculture is fully provided with their own production. He emphasized that domestic seeds are already not inferior in quality to foreign counterparts, and the quality of oilseed seeds, especially sunflower seeds, has shown itself well this year.
Regarding the setting of quotas for the import of sunflower seeds in 2025, Razin noted that it is still too early to discuss the quota issue. Reports of a possible lack of quotas are condemned, as the production of domestic seeds is growing, and breeding and seed centers receive government support.
In 2024, Russia significantly reduced the import of agricultural crop seeds, including potatoes, by 92%. The total volume of seed material imports decreased by 61%. Domestic breeding seeds successfully replace imported counterparts.
In June 2023, the government set a quota for the import of agricultural crop seeds from unfriendly countries, which includes restrictions on seeds of potatoes, barley, corn, rapeseed, sunflower, and sugar beets. The quota is calculated taking into account the needs of Russian breeders and the balance of domestic seed production, import, and export.
