Serious atmospheric conditions became the main topic of the meeting held by the Governor of the Krasnoyarsk Krai, Mikhail Kotyukov, with the leaders of regions and enterprises in the agro-industrial complex.
Prolonged precipitation and cold weather have created a significant danger for the future harvest. The State Hydrometeorological Service in the central part of Siberia notes excessive soil moisture in 13 agricultural districts of the region. Reports from the heads of populated areas indicate the beginning of grain germination in ears and difficulties with harvesting and drying. Machine operators are trying to make use of every sunny day to work in the fields and gather the harvest.
The Minister of Agriculture, Ilya Vasilyev, stated that thanks to the early start of the harvest this season, farmers have already collected over 1 million tons of grain. Almost all of this quantity was harvested in August. In the first decade of September, due to abundant precipitation, field work practically stopped. Considering the unfavorable forecast until the end of September, there is a possibility of introducing a nationwide state of Emergency due to soil water saturation.
"It is likely that we will have to introduce such a state of emergency. This will enable agricultural producers who have insured their crops to provide immediate assistance to insurance companies and assess the damage incurred and payments made. Farmers will be exempt from fines if they fail to achieve the target indicators specified in the concluded agreements on government support," Vasilyev commented.
