Maxim Titov, Deputy Minister of Agriculture, took part in a meeting of the Public Council at the Ministry of Agriculture of Russia. During the meeting, they discussed measures of customs and tariff regulation, as well as non-tariff regulation of agricultural products export and import for the years 2024 and 2025.
According to him, the Ministry does not plan to abandon the principle of allocating quotas for grains, which has been in place for a long time. However, there is a refinement of the mechanism of this system in order to find a balance between maintaining the necessary volume for the domestic market and supporting export growth.
Maxim Titov reminded that starting from 2025, reducing coefficients will be applied to exporters who did not use their declared quota in the previous year. This is aimed at encouraging exporters to fully utilize their quotas or to surrender volumes that are impossible to export, which will then be redistributed. There are also plans to introduce separate quotas for new regions and the Far East.
According to the Ministry of Agriculture's statement, members of the Public Council approved the Ministry's work on implementing measures of customs and tariff regulation, as well as non-tariff regulation of agricultural products export and import for the current year.
