The All-Russian Oilseed Field Day "Maslichka-2023" is held in the Ivanovo region on July 12-13, 2023. Representatives of farms, farmers, manufacturers of agricultural machinery and equipment, experts of the agricultural industry gathered in the Rodnikovsky district to discuss topical issues in the development of the agro-industrial complex.
The event was attended by the head of the region Stanislav Voskresensky. He talked to the participants of the agricultural fair and answered the farmers' questions. “I wanted to thank you. The work is hard in the countryside, but there are results, and I think they are very worthy,” the head of the region said. Stanislav Voskresensky dwelled on the significant events in the agricultural sector over the past five years. “We have returned almost 30,000 hectares of land to circulation. We can do more, I have already set my colleagues an ambitious task to introduce 100,000 hectares over the next five years. It is unrealistic to do this only by farmers' efforts, I understand this, but if large farms are involved, I think that we will cope with this task,” the governor said. He recalled that in 2022, for the first time in the history of the region, an export supply of grain grown in the Ivanovo region took place. Another key fact is the growing number of farmers. “Now we have 323 farmers. Basically, all are successful. I know that many had to go through thorns, it was hard, but, nevertheless, everyone achieved the result. This is your merit, first of all,” said Stanislav Voskresensky.
The Governor talked to the participants of the Field Day and answered the questions of farmers and farm managers. Among the topics that are of interest to farmers are issues of supporting the agricultural industry and putting land into circulation, the situation with personnel, repairing rural roads, and issues of technical connection of new agricultural enterprises to networks.
Speaking about measures to support the agro-industrial complex, Stanislav Voskresensky emphasized that one of the first decisions made in 2018 was the regular increase in support for agriculture from the regional budget. So, in five years, support for farms has grown five times, to 150 million rubles. “Five years ago, we made a decision, approved a schedule for the growth of support for agriculture for five years ahead, so that everyone knows how much money is provided,” the governor explained. The second component is support from the Ministry of Agriculture of Russia, which concerns both the development of agricultural enterprises and the integrated development of rural areas. “The Ministry of Agriculture really helps us a lot. They understand that it is difficult for us, the costs are completely different. Over the years, almost all the objects that we submitted to various programs, especially for capital construction, were supported by the Ministry of Agriculture,” said Stanislav Voskresensky. In total, support for the agro-industrial complex has doubled in five years and amounted to more than 1 billion rubles in 2022.
This year, Ivanovo agrarians have already received more than 518 million rubles in state support, including more than 381 million rubles from the federal budget. According to the Ministry of Agriculture of Russia, the region occupies one of the leading places in the Central Federal District in terms of the pace of bringing federal funds of state support to the agro-industrial complex.
Another measure that the director of the Department of Agriculture and Food Denis Cherkesov paid special attention to is support in the sale of farm products and the organization of agricultural fairs. “Many of our grant recipients have grown due to these fairs. At first they produced a very small volume of products as personal farmsteads, but due to the fact that a free trading place was provided, they expanded and reached the level of farms,” said Denis Cherkesov.
A question from the regional head of Grainrus Agro Yevgeny Krylov is about putting land into circulation. The volume of support for this area at the federal level varies from year to year. “But we have our own support measures, and we will strive to increase support for the Ministry of Agriculture,” said Stanislav Voskresensky. He recalled that one of the main topics at the working meeting with Russian President Vladimir Putin in May this year was agriculture. “Indeed, everything that concerns the industry - we have a steady growth there, you can see it, you communicate with enterprises, with acquaintances who work at various enterprises. But we need to "pull up" the village. Although we have not traditionally been leaders in the country in agriculture, I am sure that we can become such. Somewhere we need to catch up technologically. We now have such production facilities that appeared in other regions seven to ten years ago. We're catching up, but that's okay too, we're learning. And therefore, we will provide all kinds of support here,” the head of the region said.
At a meeting with the governor, farmers and representatives of agricultural enterprises raised questions about personnel, the development of rural areas, the promotion of the agricultural sector, and a number of problematic topics were also voiced. Stanislav Voskresensky instructed to work out all the questions raised in the relevant agricultural department.
It should be noted that this year the All-Russian Field Day is dedicated to the production and processing of oil
cultures. The organizers of the Field Day are the Institute of Milk and the Association of Producers and Processors of Rapeseed "RASRAPS" with the support of the Department of Agriculture and Food of the Ivanovo Region.
As noted by Denis Cherkesov, Director of the Department of Agriculture and Food, the cultivation of oilseeds in the Ivanovo region is becoming a promising direction, the area under crops is growing. Thus, over the past three years, the area under oilseed crops has been increased by 2.5 thousand hectares, including rapeseed by 1.5 thousand hectares. In the Ivanovo district, a rapeseed processing plant will be commissioned by the new harvest.
At seminars and master classes by specialists from Russian institutions, representatives of leading oilseed farms, processors, participants are told about the situation on the oilseed market, the features of seed production in this area of the agro-industrial complex and cultivation technologies. There is a demonstration of experimental fields of oilseeds, a display of specialized equipment and agricultural products, a fair of farm and souvenir products. Also, within the framework of the Field Day, the winners of the AIC Leader contest of two federal districts were awarded, clothes made from flax and hemp were shown.
The event is attended by companies from 39 regions of Russia, as well as from the Republic of Belarus, Kazakhstan and Kyrgyzstan. About 50 manufacturers of agricultural machinery and equipment present their products at the exhibition site.
