In the previous year, despite unfavorable weather conditions, we note a decrease in fires across the country compared to 2023. This indicates effective work on the ground," Andrey Razin emphasized.
At the end of February - beginning of March this year, farmers from the southern regions of the country will start field work.
The Ministry of Agriculture of Russia recommends organizing preventive measures in advance and developing "road maps" to prevent landscape fires on agricultural lands. In each region, conditions for the use of agricultural lands will be determined with the possibility of their inclusion in circulation. For example, in the Chelyabinsk region, with state support, 100.9 thousand hectares of land were returned to agricultural turnover since 2017, and in 2025, the involvement of another 10 thousand hectares of agricultural lands is planned.
Additionally, connections will be established between state and municipal authorities to prevent and combat fires. Mineralized strips will be created along fields, and overgrown areas will be cleared in practice.
"Most fires occur on lands where agricultural production is not carried out. In each region, it is necessary to remind about agricultural practices that allow us to prevent fires. It is also necessary to conduct a full briefing with people engaged in seasonal field work. It is important to explain to them that a carelessly discarded match can have serious consequences," pointed out Roman Nekrasov, Director of the Crop Production Department of the Ministry of Agriculture of the Russian Federation.
In the Chelyabinsk region, there is still time for preparatory activities, including fire prevention, as the start of the field season is expected no earlier than mid-April.
Regarding the results of the past year, in 2024, four people were held accountable for violations that led to fires in the fields. Among them were a mechanic and a tractor driver. Out of 924 registered landscape fires in the region, 11 occurred on agricultural lands, whereas in 2023 there were 43 such cases.
In 2025, in each municipality, field inspections are planned, including areas surrounded by forests and peat bogs, steppe territories, as well as along highways and railways. It is also planned to create and update fire-protected mineralized strips with a total length of over 8 thousand kilometers.
Additionally, at the initiative of the Federal Service for Veterinary and Phytosanitary Surveillance (Rosselkhoznadzor), the regional Ministry of Agriculture is engaged in the withdrawal of unused land plots. In 2024-2025, 14 plots were already withdrawn from seven owners. Legal proceedings are ongoing for 13 plots belonging to three owners, and lawsuits are being prepared for 9 plots belonging to six owners.
The video conference meeting was attended by: the First Deputy Minister of Agriculture of the Chelyabinsk Region Evgeny Litvinov, the head of the regional branch of "Rosselkhoztsentr" Ksenia Vanina, the Deputy Head of the Ural Administration of Rosselkhoznadzor Dmitry Boychuk, and the Deputy Chief of the Supervisory and Preventive Work Department of the EMERCOM of Russia for the Chelyabinsk Region, Colonel of the Internal Service Alexander Zatsepin.
