Dmitry Patrushev has conveyed information that the Ministry of Agriculture of the Russian Federation is implementing the state program "Comprehensive Development of Rural Areas" for the fifth time. By 2024, the program's actions will affect every third resident of rural areas in Russia to varying degrees.
Within the state program, new polyclinics, schools, kindergartens, cultural centers, sports facilities, and roads are being established - a total of 5 thousand such facilities will be renovated this year. Additionally, improving the infrastructure increases the accessibility of social services for people - from better medical care to banking services and the opportunity to receive distance education.
Regarding housing construction in rural areas, as Dmitry Patrushev mentioned, over the past 5 years, more than 9.5 million square meters of housing have been introduced, and rural mortgages at a 3% interest rate remain valid. The mechanism of providing housing for rent in rural areas also continues.
In total, over 150 thousand families have been able to improve their housing conditions or acquire their first homes. By the end of this year, it is planned to improve over 12 thousand public facilities.
Dmitry Patrushev shared about the annual increase in funding for this state program, which has exceeded 255 billion rubles over the past 5 years. An important contribution to its development is the participation of entrepreneurs who invest their funds in the development of rural areas. Over the past 5 years, the volume of such investments is estimated at 17 billion rubles.
The activities of the state program will continue and expand, including new regions in its scope.
Dmitry Patrushev emphasized the need to accelerate positive changes in rural areas by attracting resources not only from the Ministry of Agriculture's state program but also from all other programs that involve measures in rural areas. Some examples of this approach already exist in the Novosibirsk, Lipetsk, Voronezh, and Ulyanovsk regions, as well as in the Republics of Tatarstan and Mordovia.
In the future, scaling up this experience is planned, and from 2025, the Ministry will adjust the mechanism of implementing the state program.
