In accordance with the decree of President Vladimir Putin and taking into account the most important tasks facing agriculture, the government has made adjustments to the state program for the development of this industry. During a relevant meeting with the Deputy Prime Ministers, Prime Minister Mikhail Mishustin noted the need for effective measures to support entrepreneurship, capable of maximizing the production of goods and services. This initiative affects many industries, especially the agro-industrial complex.
According to the Cabinet's decision, the procedure for joint financing of regional expenses has been clarified. Proposals have been put forward to amend the rules for the provision and distribution of federal subsidies, including for priority issues in agriculture. Attention will be paid to creating favorable conditions for entrepreneurs engaged in the cultivation of fruits and berries. Necessary financing will be provided to these entrepreneurs for orchards and nurseries.
An important direction is to assist in concluding agro-insurance contracts. Due to extreme weather conditions, producers suffer significant losses in crops and livestock. This problem arises annually, and it is necessary to help businesses timely reduce risks. Subsidies for such expenses should be increased. The conditions for providing the most in-demand grants, such as "Agroprogress," for the development of material and technical base and family farms are also being clarified. These resources will allow the acquisition and installation of gas-piston units, which will help small farms reduce electricity costs, explained the head of the government.
Special attention will be paid to the situation in the Siberian and Far Eastern Federal Districts, emphasized Mikhail Mishustin. In these regions, priority funding will be directed to agrotechnical work, including measures to increase soil fertility and quality, as well as to improve environmental safety in agriculture, including increasing feed production volumes.
Also, a provision on the reimbursement of part of the costs for carrying out scientific research and experimental design works in the field of production of enzyme preparations, food and feed additives, and other critically important auxiliary means for effective production in agriculture has been added to the state program. The proposal was put forward after a strategic session where issues of technological support for food security were discussed.
"These are just a few of the most significant changes in agriculture that have been prepared in collaboration with our industry experts," noted the Prime Minister. "We hope that these measures will contribute to preserving the competitiveness of our farmers and allow our citizens to enjoy high-quality domestic food products." All innovations will come into force from January 1, 2025.
