The head of the Turkish Ministry of Agriculture, Ibrahim Yumakli, said that Turkey will process Russian grain into flour and send it to African countries. He noted that Turkey had previously sent 33 million tons of agricultural products to countries most in need, which helped prevent a food crisis.
Yumakli also reported that the Turkish President said that Russia will send its grain processed into flour to African countries. For this purpose, various grain processing mechanisms are used.
However, earlier Russian Deputy Prime Minister Victoria Abramchenko said that the grain deal did not work for Russia, which means that the negotiation process cannot be resumed. The grain deal was limited in effect from July 18, 2023, and the second part of the deal, concerning access of Russian products to the world market, was never implemented.
This is due to the fact that Rosselkhozbank was not reconnected to the SWIFT system, and the import of spare parts and equipment for the production of agricultural products and fertilizers is prohibited as a “dual-use” product. In addition, the Togliatti-Odessa ammonia pipeline was blown up. As a result, more than 70% of Ukrainian food was sent to fixed income countries, including the EU, while the poorest countries received less than 3%.
