The final decision regarding the quota size for the next year will be made after analyzing the market situation.
It is expected that the quota for importing seeds from unfriendly countries in 2024 will range from 50% to 80%, depending on the specific type of crop. This information was reported by representatives of the Russian Ministry of Agriculture to the journal pole.rf.
According to the ministry, quotas of 80% are already set for sunflower and sugar beet, in accordance with the Resolution of the Government of the Russian Federation dated January 27, 2024, No. 72. However, for crops such as potatoes, brewing barley, corn, and rapeseed, quotas not exceeding 50% have been chosen.
In February 2024, the Ministry of Agriculture allocated quotas among companies for importing seeds of 9 agricultural crops to Russia, including wheat and rapeseed. Currently, the total volume of seeds allowed for import until December 31 is 33.1 thousand tons.
According to official statements, seed import quotas will also be applied in 2025. The Ministry of Agriculture noted that new quotas will be set after the harvest campaign is completed, following an analysis of the domestic market.
The government emphasized that compliance with the requirements to participate in the quota process excludes non-profile companies. One of the necessary conditions for seed import is having a foreign trade contract for the import of products.
The Ministry explained that the presence of such a contract is the basis for confirming the competence and specialization of the company in the field of importing agricultural seeds.
Importers and suppliers of foreign selection seeds must now register all their supplies in the FGIS "Breeding" starting from September 1, 2024.
According to Federal Law No. 454-FZ, all data on individuals, individual entrepreneurs, and legal entities engaged in seed import must be entered into the information system. The system also includes information on seeds of agricultural plants imported and exported from the country.
The Ministry of Agriculture reminded that importers and suppliers are obliged to record all volumes of imported seeds in the system, which is an integral part of their obligations for accounting and traceability of products at all stages of production, transportation, and sale.
