The Ministry of Industry and Trade of Russia is considering proposals to increase the recycling fee rates for agricultural machinery suggested by the industry community and the Committee of the State Duma. In the document, which will be published on regulation.gov.ru, it is proposed to increase the fee coefficients by 5 times for certain types of machinery starting from 2025, with the exception of tractors up to 340 horsepower. Additionally, an annual indexation of 15% is proposed from 2026 to 2030.
It is claimed that the indexation will not affect the prices of domestic and Belarusian machinery, the prices of which are maintained at constant levels considering discounts.
The Ministry of Industry and Trade has announced that it actively monitors the pricing policy and provides various support measures to domestic manufacturers. Among the support measures listed are subsidies for research, production reorganization, financial support from the Industrial Development Fund, and programs to stimulate demand growth.
