An effective method of combating the illegal import of Russian grain is the introduction of a transit tariff. This conclusion was drawn by agricultural producers from the Kostanay region, one of the leading grain-producing regions of Kazakhstan, as reported by the "APK News" agency.
A working group, including representatives of the Chamber of Entrepreneurs of the Kostanay region, discussed this issue today. A working meeting was held with the participation of representatives from the local branch and the management of the central office of JSC "KTZ-Cargo Transportation". The director of the Chamber of Entrepreneurs of the Kostanay region, Daniyar Kuzenbayev, who noted that the region's farmers have repeatedly raised this issue at industry councils on agricultural complex matters, took part in the event.
During the discussion, it was noted that the use of the transit tariff by JSC "KTZ-Cargo Transportation" is one of the ways to combat the illegal import of wheat from Russia. This increases the cost of 1 ton of Russian grain by 20,000 tenge, thereby making Kazakh grain more competitive.
JSC "KTZ-Cargo Transportation" has already faced accusations of violating the law due to repeatedly providing the same certificate for a large volume of grain. As a result, the tariff was calculated incorrectly, leading to the emergence of this problem, as reported by "Atameken".
A decision was made to conclude a memorandum between the Chamber of Entrepreneurs of the Kostanay region, state revenue authorities, and JSC "KTZ-Cargo Transportation" for more effective control and elimination of this systemic problem.
The Department of Economic Investigations, together with the Chamber of Entrepreneurs, continuously carry out activities to reduce the negative impact on the region's development, prevent the shadow economy, and solve systemic problems in the region.
It is worth noting that in order to support domestic agricultural producers, the import of wheat into the territory of the Republic of Kazakhstan by road, water, and rail transport is prohibited. Import of wheat by rail transport is only allowed for poultry and flour production enterprises for the purposes of production and consumption.
