The Federal State Information System (FSIS) "Saturn" will be integrated with other state information systems in which crop farming enterprises operate. Olga Zakharova, head of the department of internal phytosanitary and land supervision, quality control and grain safety of Rosselkhoznadzor, told the field.rf magazine on the sidelines of the Golden Autumn 2023 exhibition.
“We have plans for integration for the next year, 2024, with the Federal State Information System “Grain” and with the EFIS ZSN (agricultural land accounting system), because the information is very necessary, and it will be convenient for agricultural producers themselves to work,” she noted.
Zakharova also confirmed that it is planned to change the operator of FSIS Saturn, which is now Rosselkhoznadzor itself. The draft government decree on transferring the functions of the system operator to the Federal Center for Animal Health Protection (subordinate to Rosselkhoznadzor) is posted on the website of draft regulatory legal acts. Rosselkhoznadzor itself will remain a customer of FSIS Saturn.
“We initially determined that the system would be similar to the Mercury livestock traceability system. The All-Russian Institute of Animal Health (All-Russian Institute of Animal Health - Ed.) already has many modules of the large information system “VETIS”, the system has already been developed, there is a large database of business entities,” noted Zakharova.
According to her, Rosselkhoznadzor made this decision because the institute has already accumulated a database of users, who are also participants in the market of pesticides and agrochemicals.
Changes in the operating rules of the FSIS Saturn will also affect the timing of entering data on the use of pesticides and fertilizers into the system. If now farmers enter information no later than 3 days before work on the field and this period can be as long as desired, then from September 1, 2024 (according to the draft resolution) this will need to be done “no earlier than ten days and no later than five days before the work on the use of pesticides.” This is necessary so that beekeepers in neighboring fields have time to protect their hives. The use of pesticides to treat agricultural crops without timely warning can lead to the death of bee colonies. In 2022, according to Rosselkhoznadzor, 161 such cases were recorded.
All pesticides in one FSIS
The regulatory agency will also insist that all drugs on the market, including veterinary and household products, be included in the list of traceable pesticides. This is due to cases of death of Red Book cranes, in particular in the Stavropol Territory, as well as to the facts of death of people. According to regional media reports, a family in the Vladimir region died due to the incorrect use of poison against insects.
“Of course, Rosselkhoznadzor advocates for everything to be in one place and then, as determined by the government, federal executive bodies to use this data, each to the extent of its competence,” Zakharova said.
