Patrushev: duty on sunflower export will remain until the processing is fully loaded

The Ministry of Agriculture of the Russian Federation will maintain the export duty on sunflower seeds until the country's processing capacity is fully utilized. Patrushev emphasized the importance of this measure for the development of domestic processing of oilseeds. The cancellation of the duty could lead to a collapse in global prices for raw materials and oil.

The Ministry of Agriculture of the Russian Federation plans to keep the duty on the export of sunflower seeds from the Russian Federation until the processing capacities in the country are fully loaded, Russian Minister of Agriculture Dmitry Patrushev told journalists on the sidelines of the SPIEF.

“Currently, the relevance of this measure, which is aimed at developing the internal processing of oilseeds, remains. We plan to extend the duty until we ensure the full load of our oil and fat enterprises,” Patrushev said.

The sunflower export duty from July 1, 2021 to August 31, 2022 was 50%, but not less than $320 per ton, then its validity was extended until August 31, 2023. At the end of March, the State Duma Committee on Agrarian Issues turned to the Deputy Prime Minister of the Russian Federation Victoria Abramchenko with a request to temporarily cancel the duty due to a sharp decline in prices in the Russian Federation for this crop. The Deputy Prime Minister herself told reporters the day before that there were no plans to abolish the duty after August.

“In the near future, Russian oilseed processing capacity will reach about 30 million tons. At the same time, our production of raw materials is still somewhat lower, especially in central Russia. Therefore, we will continue to work to build up the raw material base and develop our own processing,” the minister added. .

He stressed that in this situation it is necessary to reduce the share of raw materials supplies: after all, it is then processed and successfully sold on the world market by foreign partners, and "we can and must do it ourselves." And, for example, already during the period of the duty, the Russian Federation increased both the production and export of sunflower oil: its production in January-April 2023 increased by 11.3% compared to the same period in 2021, and exports in January-May increased by 5.5% compared to the same period two years ago.

"In addition, you need to understand that in the current conditions, the abolition of the duty on sunflower seeds can collapse world prices for raw materials, as well as subsequently for oil. This eliminates all the benefits for farmers," Patrushev said.
