The Russian Ministry of Energy does not yet plan to completely lift the ban on the export of diesel fuel from the country; this option is currently being discussed for summer diesel fuel; restrictions for winter diesel fuel will continue to apply, Energy Minister Nikolai Shulginov told reporters.
“There is no talk of completely lifting the ban on the export of petroleum products; we do not plan to lift the ban on winter diesel fuel. In the summer, the issue is resolved,” he said.
Exchange prices for fuel in Russia began to rise in the spring and remained at record levels for several months. The growth rate and retail prices significantly accelerated. The Cabinet of Ministers of the Russian Federation introduced a ban on the export of petroleum products from September 21. Later, on October 6, he partially canceled it. The relaxations affected the export of diesel fuel via pipelines for those who supply at least 50% to the domestic market.
Then, on November 17, the Russian government lifted the ban on gasoline exports. When making the corresponding decision, the stabilization of prices on the domestic market was taken into account, the Ministry of Energy explained.
