In the context of statements by manufacturers of agricultural machinery about the lack of subsidies to reduce prices, the Ministry of Industry and Trade proposed to increase funding for the program by 2.2 billion rubles (approximately $22.6 million), in addition to the already allocated 8 billion rubles (approximately $82.3 million). This was announced by the head of the Ministry of Industry and Trade, Anton Alikhanov, at a meeting of the State Duma on October 10, as reported by the magazine "Kommersant". It is expected that these additional funds will allow the purchase of about 2,700 units of equipment under preferential conditions. Some plants have currently stopped offering discounts, while others continue to offer them from their own funds or expect compensation in the following year.
According to the report of "Rosspetsmash", from January to July 2023, sales of domestic agricultural machinery decreased by 10.9% to 127.7 billion rubles (about $1.31 billion). Combine harvester production decreased by 9% to 3.68 thousand units, tractors by 22.3% to 2.62 thousand units, and seeders by 22.4% to 2.48 thousand units. Experts note that increasing the subsidy program is crucial considering the traditional peak season for agricultural machinery. However, according to Alexander Altynov from ASKhOD, the support program benefits the plants more than it stimulates demand from agricultural producers.
SBS Consulting predicts a 5-10% decline in the agricultural machinery market by the end of the year, despite the expected growth after the harvest. According to Dmitry Babansky from SBS Consulting, low prices for agricultural products and limited yield growth do not contribute to market development. Although wheat prices have slightly increased, high interest rates limit the ability of agricultural producers to acquire new equipment.
