Additionally, Mishustin instructed to appoint Ksenia Shevelykina as the Deputy Minister. She previously worked as the director of the Department of Rural Development at the Ministry of Agriculture.
Elena Fastova was born in 1970 in the Bryansk region. She received education at the Moscow Institute of Steel and Alloys specializing in "Metallurgical Engineer", at the Moscow State Aviation Institute specializing in "Economic Engineer", and obtained an MBA at the Academy of National Economy under the Government of Russia.
At the beginning of her career from 1992 to 1995, she worked as a senior accountant in commercial organizations in Moscow. From 1995 to 1997, she held the position of chief accountant at CJSC "Trading Company 'Wimm-Bill-Dann'". From 1997 to 2000, she was the financial director and director of financial management at the Lianozovo Dairy Plant in Moscow. From 2000 to 2009, she worked at the Ministry of Agriculture, where she was in charge of accounting and financial reporting during Alexey Gordeev's leadership.
Afterwards, she was the managing director and a board member of the agro-industrial group "Molochiy Produkt" until 2015, after which she became a management consultant for agro projects. In 2018, she was appointed Deputy Minister of Agriculture.
Ksenia Shevelykina was born in 1989 in Moscow. She graduated from the State University of the Ministry of Finance of the Russian Federation and obtained a candidate of economic sciences degree. From 2008 to 2011, she worked in commercial organizations in various positions. Then she worked at the Ministry of Economic Development in various positions in the department of macroeconomic forecasting.
From 2015 to 2019, she worked at the Ministry of Economic Development in positions of deputy head of department and head of the department of the Department of Budget Planning and State Programs. After that, she moved to the Ministry of Agriculture, where she started working as the Deputy Director of the Department of Rural Development. Then in February 2020, she became the director of this department.
In addition, Mikhail Mishustin decided to terminate the powers of the Chairman of the Supervisory Board of the company "Russian Environmental Operator" Victoria Abramchenko and appointed Deputy Prime Minister Dmitry Patrushev in her place.
